While we are based in Rangiora, North Canterbury, we do offer a New Zealand wide service for all types of businesses. It is our policy to provide our clients with ongoing service. We are available to provide ongoing guidance and support and we remain in regular contact with you via newsletter, updates and also at six monthly telephone intervals. We provide an accident investigation service and in the event of an accident we prefer to be involved in order to provide the correct advice on how to proceed.
Meet The Team
Leigh Tobeck – Director / Founder
With nearly 18 years experience as owner operator, Leigh is a Registered Safety Professional with the NZ Safety Council (#33). He is an accredited Safety Auditor with the NZ Safety Council and also with the Quality Society of Australasia. Leigh is the holder of a Graduate Diploma in Occupational Safety and Health. He also has the National Diploma in Adult Education and Training L5.
Leigh is an experienced accident investigator, risk assessor and auditor. He has experience and knowledge of a wide variety of workplaces and understands how to apply practical solutions to controlling risk and managing the day to day aspects on site. Leigh works closely with farmers and rural contractors and has a clear understanding of the risks involved with all machinery and equipment in the rural sector. He has the ability to relate to people at all levels and how to apply practical common-sense solutions in the management of health and safety requirements on farm and on site.
Leigh’s practical approach to setting business owners up with their health and safety in order to meet their obligations under the legislation is supported by his natural ability to quickly understand their requirements and simplify these down.
Recreationally Leigh is a keen hunter and fisherman and enjoys all aspects of the New Zealand outdoors. Leigh also owns the ST2 Ducati, pictured here.
Hilary Tobeck – Director
As co owner of the business Hilary has well over 10years experience working directly as a Consultant in the business. Hilary is a registered member of the NZ Safety Council and has extensive auditing experience.
One of Hilary’s strengths is the guidance she provides to our clients with workplace assessments prior to a site inspection by WorkSafe NZ and advocacy on behalf of the client during the inspection. Like Leigh Hilary is an experienced accident investigator and is able to provide the ongoing support necessary to implement any outcomes of the accident investigation.
Hilary enjoys the interaction with our clients providing guidance to simplify what often may seem complex to clients when interpreting their health and safety requirements in their workplace.
Hilary is a holder of the National Certificate in Adult Education and is a trained moderator. As a qualified trainer Hilary enjoys specialising in leadership and change management and plays an active role in the design of training courses offered by HSS. Hilary is in the process of completing the NZSC auditing qualification.
John Kay – Senior Health & Safety Consultant
John Kay has a lifetime of experience in senior health and safety roles in NZ and Australia including over twenty years in the mining industry in both countries. John’s experience is in both large and small organisations, including telecommunications, local government, health services, petroleum, manufacturing and tourism. Recently John undertook two major contracts with the NZ Government assisting with the establishment of the High Hazards Unit and as a member of the team charged with implementing the recommendations of the Pike River Mine Disaster Royal Commission.
John offers sound expertise in all areas of Health and Safety matters. In particular John enjoys being able to demonstrate his expertise by implementing Health and Safety Systems, building strong safety cultures, and facilitation of the responsibilities of senior managers and directors. John also enjoys the interaction with small business, helping them implement fit for purpose and practical systems that encompass best practice for keeping people safe and ensure legal compliance.
John holds a BA Degree; a Diploma in Health and Safety Management; post graduate Diploma in Management; and a post graduate Certificate in HR Management.

Nicki Killner – Training / Auditing / Quality
Nicki has been with Health and Safety Systems for three and a half years coming from an extensive background of Quality Management and Health and Safety in medical, water testing and veterinary laboratories over a 14 year period. Following on Nicki spent a further 3 years in project management within construction and building fitout. Nicki then went on to work in the horticulture and the floral industry in Quality Management, Health and Safety and Marketing for 7 years.
Her qualifications include certificates in Adult Teaching, Quality Management & Auditing. At a personal level Nicki comes from a farming background, so is well versed in stock management, farming equipment and activities/hazards on farms.
Fiona – Practice Administrator
Originally from the UK, Fiona has been with Health and Safety Systems Ltd for five years.
With a background in Quality and Health and Safety in manufacturing, Fiona has extensive knowledge of our systems and our clients. She is able to assist you with a broad range of documentation including health and safety manuals, site specific safety plans, safe work method statements, quality assurance plans and environmental plans.
Fiona can provide our clients with support for SiteWise applications, client questionnaires and any tailored documentation you may need and also monitors changes in legislation and WorkSafe documentation for our clients.
Sandra – Administrator
Her desire to master new concepts and learn new system operations has influenced career choices that provides a wide breath of knowledge and unique skill set in a variety of industries including IT, finance, law, insurance, retail property management and health and safety.
Sandra has become a confident communicator with a strong desire to build excellent working relationships with clients, to understand their individual business needs and to provide professional products and services that deliver on their highest expectations.
